- Add the Dry Ingredients: Mix in 3½ cups of flour and the salt. Use a stand mixer with a dough hook or a sturdy spoon to combine until a shaggy dough forms. If the dough is sticky, add more flour a little at a time until it pulls away from the sides and is only slightly tacky.
- Knead the Dough: Knead the dough in the mixer on low speed for 4 to 5 minutes or by hand for 5 to 7 minutes on a floured surface until the dough becomes smooth and elastic.
- Let the Dough Rise: Shape the dough into a ball, place it in a greased bowl, cover with a damp towel or paper towel, and let it rest for 15 minutes in a warm spot.
- Shape the Rolls: Punch the dough down gently and divide it into 15 equal pieces. Roll each piece into a smooth ball and arrange them in the greased baking dish.
- Second Rise: Cover the pan again and let the dough balls rise for another 15 to 20 minutes, until slightly puffy.
